Team and Player Discipline

Rationale
To provide the membership clarity on the usage of sanctions that may be imposed by governing bodies outside of any Jamestown Soccer Club (JSC) or Jamestown Youth League (JYL) administrative measures.
 
Affiliate Procedures
All JSC teams and members will follow the procedures in place by the NCYSA (see appendix for NCYSA Guideline) and US Club Soccer (Click here for USC Discipline Procedures) or other organizations with which Jamestown SC is affiliated.
 
Fines:
In the event a team, player or coach is subjected to a fine by an affiliate it shall be the responsibility of the charged party and not the responsibility of the JSC or JYL.
 
Upon notice the member is facing a fine from any and all affiliate governing bodies; it is the member’s duty to report the pending action to Jamestown SC within five days of receipt. Failure to do so may subject the member to further sanctions from the club.
 
JSC reserves the right to intervene in any and all pending disciplinary matters on behalf of the carded member and/or on its own behalf.  
 
Example:
A player or team encounters a situation that sees potential fine or suspension via a letter sent by the NCYSA. Upon receipt of the letter the member should contact the JSC administration so a meeting can be set up. In this meeting the JSC administration will speak with the member and the coach about the pending charges and how best to adjudicate them.   Should a potential fine be imposed, JSC may – at its discretion – call a team meeting to discuss the potential financial ramifications of the NCYSA’s decision.
 
Payment of Fines & Penalty:
Upon a final ruling and subsequent fine being imposed the funds shall be deducted from the teams JYL/JSC account and the JSC shall send the payment to NCYSA.    JSC will also collect any other required documents (letters, policies, etc) and include them in submission to the NCYSA. A copy of each will be returned to the player, parent, and/or head coach. 
 
In the event insufficient funds are available the Head Coach and Team Manager will be responsible for making sure the team collects the monies and a deposit is made within 7 days of the receiving notice of the fine and the teams account balance.
 
In the event monies are not collected in timely manner, the JSC/JYL reserves the right to impose additional sanctions and take additional measures against the team.
 
Example: A team’s ability to participate in competitions may be impacted as funds for the event would not be released until the fine is paid or the accounts balance may not be sufficient as the fine will need to be paid prior to a tournament fee.
 
Player, Coach and Member Discipline
The JSC/JYL reserves the right to impose sanctions over and above those imposed by the respective governing bodies. During the above-mentioned team meeting, JSC will determine if any additional steps are necessary. 

Example:  A player/coach/manager’s conduct does not conform to the JSC standards but does, technically, conform to the NYCSA policies.   In such a case JSC may impose additional suspensions.
